A Legal Fundraiser
Speed Traps are usually set up on routes of the working man/woman ( at least in my city.. Good hope, BrownDeer, 76th street etc. ) .
The Speed Traps make sense, because unpaid tickets means suspended license , get caught driving on a suspended license- get your car towed. Get your car towed, you lose your job. Lose your job- well you get the point.
Speed Traps aren't meant to stop accidents, they are put in place to raise funds for the Police Department.
